The controller of Budget Margaret Nyakango has revealed that her office cannot account for some loans taken by the government for development projects.
Speaking before the national dialogue committee that is collecting views in a bid to lower the cost of living, Nyakango has said that some loans taken to finance projects could be swindled because their financial records are vague.
Nyakango has also rejected a proposal to amend article 223 that gives the national government a greenlight to spend money without appropriation on grounds of insufficiencies or a need and money from the Contingencies Fund.
Nyakango has added that instead the government has been abusing the law on their benefit
Nyakango has also alleged that Kenyans are hoarding dollars as the exchange rates keep rising against the free falling shilling and has told the committee to consider an amnesty for Kenyans living in the diaspora
