Interior CS Kithure Kindiki and his Trade and Industry counterpart Moses Kuria were locked out of State House after arriving late for the signing of performance contracts.
Together with the principal secretaries, the CS were supposed to be settled by exactly 8 am according to the official programme released by State House Press Secretary Emmanuel Talam, Following their late arrival the CS and PS also failed to sign their performance contracts that are part of Public Service Performance Management overarching law to anchor performance contracting in public institutions at both levels of government.

President William Ruto has further instructed the Cabinet secretaries and their PSs to write letters detailing the cause of their actions.
Speaking after witnessing the cabinet secretaries sign their performance contracts, the president has underscored the importance of the contract noting it will account for the value of money for the taxpayers.
The head of state has noted that the contract will bind the state officials to their duties for the nation under his bottom up economic transformation agenda, saying it will tremendously make a complete turn around for the economy.
