Homa Bay County Assembly Speaker Ayoo Ousted

Homa Bay County Assembly Speaker Elizabeth Ayoo was impeached on Tuesday.

In a sitting presided over by nominated MCA Kevin Onyango, 49 MCAs unanimously voted to remove Ayoo from office.

They accused her of alleged gross misconduct, gross violation of the constitution and incompetence as per section 10,11 and 13 of the Leadership and Integrity Act 2012.

This is after Kibiri MCA Michael Odira tabled a motion that saw the legislators accuse Ayoo of mismanaging the county assembly resources.

“The speaker who is a public servant has not demonstrated honesty in her conduct. She has gone against public affairs with regards to the public officer ethics Act,” said Odira. 

Ayoo is accused of violating Section 10 of the Leadership and Integrity Act, which requires a State officer to do the best of their ability to carry out their duties efficiently and honestly.

On allegations of incompetence, she is said to have delayed signing the vellum of the county Supplementary Appropriations Act 2022, thus paralyzing the operation of the county government.

This is the second time Ayoo has been impeached, after she was removed from office in 2018.

She returned to the office after her ouster was quashed by the Employment and Labour Relations Court.

Deputy Speaker Elias Orondo is now the acting speaker until a new one is elected.
