Pres Ruto blasts critics of his policies as enemies of Kenya

President William Ruto has slammed critics of his government policies including the new health scheme dubbed social health authority SHA, saying his regime will set records that were  attempted and failed by the previous governments

Speaking at state house Nairobi, during the signing of the second generational  performance agreement and contracts of cabinet secretaries, the head of state hit at whom he termed as naysayers of his policies and enemies of Kenya

According to Ruto, the implementation of his bottom up economic transformation agenda plan might take time but will eventually be realized.

“I want to assure you that, although we are in a difficult place globally, and economically, I am very confident that we have the team, the people, and the plan to transform our nation. There is no room for failure. We must succeed,” he said.

His sentiment coming amid the growing revolt from the public  including a section of religious leaders, he further urged for patience as he exuded confidence in his cabinet

“I promise you, we will confound the naysayers. This country will not fail; this great nation that God has given us will succeed. Together, as leaders in the Republic of Kenya, we must work tirelessly to make this country great,” Ruto noted

The head of state further read a riot act to his Cabinet Secretaries, Principal Secretaries, and other senior government officials as he announced the introduction of yearly scorecards as part of a new ministerial performance contracting system. 

Ruto emphasized that excellence, efficiency, and consistency would be rewarded, while negligence and underperformance would result in sanctions. 

“Excellence, efficiency, and consistency would be rewarded, while failure, negligence, waste, and misconduct would promptly invite corrective action,” Ruto told the senior government officials.

While announcing his full support and backing of all the development projects in the three arms of government, Ruto urged Treasury CS John Mbadi to ensure timely disbursement of budgetary allocations, stating that delays in funding would no longer be an excuse for underperformance. 

“Consequently, our planning, budgeting, and execution funds must cooperate in harmony to achieve these goals because overall accountability rests with me,” Ruto stated.

All the 21 CS including the attorney general Dorcas Oduor and their principal secretaries  were physically present to  sign the fresh performance contracts outlining new targets  that they should attain under the bottom up economic transformation agenda plan by June next year.

The second signing, coming months after the formation of the broad based govt in Ruto two years stint as head of state, was spearheaded by the head of Public Service Felix Koskei.

“These scorecards would ensure that performance contracting is not seen as a mere meaningless ritual. The sanctions in these scorecards would be applied without failure,” he added.
